Service Government Is The Way Of Solving The Problem Of Community Autonomy

In the 1980s or 1990s , the movement of reinventing and reformation government rise widely over the world .our country also built the service government. At the same time , community autonomy also built in our basic community. There were many respective studies about them . But service government and community autonomy are the same in the nature and we can not research them separately. They are not only consistent at the nature, evaluation standard and characteristics, but also a whole of interrelationship. Studying and building service government or community autonomy separately is unilateral and unrealizable, which can be also proved by researching the problem of YOUSAN community building community autonomy . so, in order to build service government and community autonomy successfully ,our country need make them do simultaneously and combine with each other ,which will promote civilization of our society and politic and lead the world . There are important theoretical and practical significance.In the content I selected YOUSAN community of suzhou city as my study example,which are buiding service government typically. I hope I can see the degree of community autonomy is positive connection with the style of government by analyzing the problem of YOUSAN commuity and solving the problem of community autonomy by building our service government .For that , investigating the same evaluation standard , the autonomy degree of autonomous organization and formation of community network ,of service government and community autonomy of YOUSAN community found that community autonomous organization became the"leg"of government and couldnot be independent , a low degree of participation of community activities and unformation of community network,which is the result of the mode of centralization of goverment modernization,a slowly development of the third department and the"Official position", "the right to self-centered" culture of traditional government.so our country need build "citizen-centered"and"society-oriented" culture of service government with specific measures,for example establishing the correct service ideas, transforming government functions and institutions, transforming work procedures and behavior, building service-oriented performance appraisal system and so on..At the same time , we need accelerate the third department development and realize community autonomy. In addition, service government should reinforce communication with autonomy community to realize service government and community autonomy in common..
