In a word, in China’s population aging trend is becoming more and more apparent, the demographic dividend gradually disappear under the circumstances, further study is indeed represent the general trend of the civil service retirement and exit system.This article mainly includes four parts, the first part is mainly aimed at the basic content of the withdrawal system for the civil servants of the related concepts and theoretical foundation of a more detailed elaboration. The second part mainly is the inner reason deeply into the existing gaps in our current withdrawal system of the civil servants and the formation. The third part mainly in many documents support, briefly summarizes the effective measures and experience of developed countries. The fourth part is mainly based on specific domain of our governments at all levels and miscellaneous, and puts forward some beneficial to promoting the withdrawal system for optimization of micro measures and suggestions in order to perfect, to our country civil servants from the system of benefit or push.The breakthrough possibility in the paper is independent thinking in the current situation of our country’s civil servants withdrawal system makes suggestions on some more practical value; the difficulty of the research in this paper mainly lies in:the research on the problem of civil servants is still unpopular exit, literature and the lack of books and monographs, literature reading comprehension the depth and empirical investigation links are still need to be refined.
