Civil Servant In China Withdrawal Mechanism Existing Problems And Their Countermeasures

Civil servants as rulers of the government authority in our country,its identity and position in Chinese politics has certain particularity,especially some important government civil servants,their every move will bring great influence on the department.In recent years,with the state civil servants exit criteria relax,many civil servants can choose more suitable for his way out of the civil servants to the team and civil servants need to resign for a variety of reasons,and the civil servants in the strike,vigorously in the process of the anti-corruption campaign has been expelled from civil servants.In fact,no matter what a way of civil servant's exit,requires policy protection.Therefore,the role of the civil servant withdrawal mechanism is particularly important.Exit mechanism of civil servant is addition to the civil servants mechanism,it can carry on the supplement to the civil service system,to China's civil service system of the civil service management in the real feedback,can discover the problem of civil servants in office work.But at present our country civil servant withdrawal mechanism is not enough to improve and perfect,from the civil service main body,administrative system,social and political aspects of a variety of factors,for the realization of the exit mechanism of civil servants made all sorts of difficulties.Therefore,in this paper,the problem of civil servant withdrawal mechanism in our country and its countermeasure research,contribute to realize civil servants to exit the security.This article is divided into five parts,the first part is the introduction,work is the basis of this study,expounds why study of this topic,research the significance of this topic and the research status of this subject at home and abroad.The second part introduces the related concepts and theoretical basis,connotation and the way of exit mechanism of civil servants is defined,the research based on public choice theory and behavioral science theory,laid the theoretical basis of this article.Third part is the role of exit mechanism in our country's civil service system,starting from the basic principle,determine the protection effects of exit mechanism in the civil service system in our country,to our country civil servants management have feedback effect,has the feedback effect to our country civil servants.The fourth part analyzes the plight of exit mechanism of civil servant,and find out the cause of the trouble.Fifth part according to the results of the analysis has been for the countermeasures are put forward to improve the exit mechanism of civil servant,think to improve the civil service evaluation mechanism,perfecting the exit system,perfect civil servant policy guarantee system and standardize the supervision mechanism of civil servants to exit.
