A Study Of Government Performance Evaluation On Value Of Public Administration

Government Performance Evaluation(GPE),tool for the government organizations—to evaluate its performance of public administration and services,has its instrumental rationality.Whereas Value of Public Administration(VPA), serving as a compass to guide government organizations to perform the activities of public administration,has its value rationality.To strive for the dialectical unity between instrumental and value rationality for GPE as a social practice, the author suggests that the design,development and appli -cation of GPE should be based on regulated philosophical administration,strategic scientific administration and VPA. First of all,a platform for furtherdiscussion was established by defining the key concepts of GPE and VPA.Furthermore,using literature analysis and standard analysis method,the author answers four major questions raised at the beginning of the study.First,the relationship between GPE and VPA:the three essential factors of VPA—subject' s needs,object' s attri -bute,and practice of public administration—force the his -toryical development of VPA,thus influences all aspects of GPE;To some degree,GPE,which has functions of showing the realistic value and discovering the potential Value of public administration,is a practical evaluation of VPA.Secondly, current Chinese VPA should be a value system with various value classes and their core values.Thirdly,GPE is essentially a choice of VPA.Its connotation includes the choices of definition and weight of value.Fourthly,a model for GPE based on choices of VPA is built through the clarification of the contents and procedures of VPA' s choices of GPE,which helps merge VPA into the processes of GPE.Finally,GPE based on VPA is strategic organizational performance evaluation,winning the continuously competitive strength for its government organization.The author thinks that the model for GPE based on choices of VPA could be applied to various types of organizations.
