A Study Of Governments' Process Management For Public Crisis

With the transitional period of our economy and society,all kinds of dangers occur from time to time in China.The construction of our service government has such objectives as enhancing public crisis management,improving our government's ability to deal with dangers and protecting the safety of people's life and property.To deal with all kinds of public dangers actively plays an important role in promoting the cause of social constructions,building better an innovation-oriented society as well as realizing the development of science and technology by leaps and bounds.The study of governments' process management for public dangers in this paper tries to introduce the theories of Government's Responsibilities and Risk Controls between government and the public into the process management for public dangers in China,which is kind of the practice of process management in certain area.It aims to fully motivate the potential participation for the governments at all levels as well as the public in order to refresh the social development and to improve the abilities to tackle public dangers.This paper concentrates on the management's work of "The 6.28th Weng' an Accident",analyzing it's status quo,existing problems,and finally put forward the counter-measures to improve such measures of governments' process management to public dangers in our country according to the principle of "being practical and realistic".The paper is divided into four parts:In the first part,namely paper's introduction,we study from the logic perspective to elaborate the background of paper,the methods of research to point out its theory value and practical significance.Meanwhile,we will explain the paper's research framework and the innovation.In the second part,we inquire in a full range about the related theory of governments' process management to public dangers.First,we not only elaborate the concepts,the characteristics,and the classes of public dangers,but also explain the basic concepts,contents and needs of governments' process management to public dangers at the same time.Second,we will conclude the basic theories of governments' process management to public dangers,and all later counter-measures are based on the concerned theories above.In the third part,through investigating and studying the situation about "The 6.28th Weng'an Accident" implemented by Guizhou province,we sum up the current some achievements implemented,analyze the problems and find the crux of the problem.In the forth part,through some difficulties and problems in "The 6.28th Weng' an Accident" being brought in by County Weng' an in Guizhou province,this paper puts forward several answers to the problems by analyzing "The 6.28th Weng' an Accident" in detail.And we raise ideas from six respects to perfect public dangers' management including:building the organization of process management for crisis,editing the warning system of process management for crisis,enlarging the range of public involvement of process management for crisis,perfecting the open system for information of process management for crisis,improving the law system of process management for crisis,and enhancing the ways to evaluations after the event.The main innovations of this paper are as follows:the article focuses on the status quo of public dangers' management,discusses its main problems and puts forward several answers to the problems by analyzing "The 6.28th Weng' an Accident" in detail.
