Establishing scientific performance evaluation system of civil servants is the important measure of implementing Scientific Development Concept and the correct Political Performance Concept,which is significant to improve leadership and establish high quality of civil servant team.At the point of management,if we evaluate the politics,professional knowledge,ability,and performance of civil servants,we can learn about persons comprehensively,get the information for encouragement,punishment and promotion,enforce the supervise,better civil servant team,and improve executive efficiency.Without evaluation or wrong evaluation,we can't get impersonal evaluation standard.China has had some achievements in the study of performance evaluation system of civil servants,but still has problems in using it in reality,such as evaluation indicators intersect,repetition evaluation,ambiguity in evaluation standard and improper in evaluation ways.These problems cause falsehood and make the result lack of authority in the evaluation.The author is trying to find out some promblems in the performance evaluation system of civil servants and resolve the problems by sutdying the advanced performance theories and methods.And then,the author wants to establish evaluation form which can comprehensively evaluate civil servants' performance,design indicators reflecting emphases and difficulties in work.At the same time,the author hopes to design comparely reasonable performance evaluation system for civil servants,in this system,evaluation makers can make impersonal judgement among all the indicators,evaluation results can be recognized by the people and be the standard of improving performance,simplifying the evaluaiton procedure and improve evaluation efficiency.The evaluation system of this thesis bases on different departments,positons,levels,scientific evluation factors system and standard system,which can exactly evaluate the performance of public servants,supply information for encouragement,punishment,and promotion,and urge civil servants to improve quality.And this evaluation system reflects the hereinafter characteristics that first is scientific characteristics,which can comprehensively evaluate civil servants.The second is oriented characteristics which evaluates the crucial behavier.The third is different angels of views which can reflect superior,inferior,same level,and raleted angles. The fourth is difference which can reflect different positions and levels.The fifth is practicability meaning that the evaluation procedure is as simple and clear as possible.
