The Study On The Democratic Supervision Under The Multi-party Cooperation Condition

The report to the Seventeenth National Congress of the Communist Party of China (CPC) indicated that power must be exercised in the sunshine, and it has a great significance to strengthen the power restraintion and oversight. To avoid 'the human perishes and the political rest', our country has established the omni-directional surveillance system, and it includes some democratic supervision implicated in the Chinese Political party system. In the situation that the CPC at the incumbent party position and the democratic parties at the political party position, the democratic supervision of democratic parties has more specially vital significance. The democratic parties' democratic supervision is not only an apparent characteristic of China's surveillance system, but also an advantage of the political system in China. But in the actual operation, this political resource is not play full function. Fully displaying the function of the Democratic Party has a great significance to the democratic parties' saving, and moreover is the request of political civilization construction. It has existed the tendency that we give weight to power exercise but ignore power supervision in our country's political tradition, and among which the political party's democratic supervision is a weak link. Therefore, strengthen the research to Democratic parties' democratic supervision has the practical benefits and as well as the theoretic benefits.Through review the development of the Idea of supervision and compare the supervising system between China and the west, this article analyze the status quo and problems of Democratic Party's democratic supervision, which is based on the concept analysis. And also, this article wants to seek some feasible countermeasure to improve the effect of the Democratic Party's democratic supervision in the range of the reality of China's political system. The article is divided into the following chapters: The part one introduces the selection, introduction, basic research and research status and the basic framework of the paper. Chapter one introduces the general supervision and democratic supervision theory. Chapter two mainly introduces the Democratic Party's democratic supervision and the basic situation. Chapter three analyses the existing problems and causes r of democratic supervision operation. Chapter four provides the supervision countermeasures of Democratic Parties and then makes the conclusion.This article, taking dialectical materialism and historical materialism as the guiding ideology, using the method which the standard research and the empirical analysis unify, profiting from systems theory, structure and function theory, comparative analysis methods, research democratic supervision which under the current multi-party cooperation in political science. Theoretical Foundations of this article contain Political Legality theory, Public choice theory and Path Dependence theory. The basic idea of this article is to deduce the necessity and importance of Democratic Party's democratic supervision, on the grounds of Legality Theory and Public Choice Theory. After that, this article uses the Path Dependence Theory and Systematic Changes Theory to investigate the situation of the democratic supervision, and to analyze the problems and reasons in operation. Finally, this article hopes to seek some feasible countermeasure to improve the effect of the Democratic Party's democratic supervision.
