As we know, the reform of politics and economies in Shanghai have always been the head of the country. At the same time, with the transfer of the social structure and the development of realization of citizen association, NGO develop rapidly and play an important role which governance and corporation can't compared with it.Community governance is a process dealing with public problem of community to accomplish and realize the reform and development of public service and social affairs management, based on the main body like government, community autonomy organization, social organization, profit organization and residents. NGO is not only an important component within community structure, but also a primary foundation of community management and service. NGO is becoming an important role of the social structure, and Therefore, with a manner of form or inform, NGOs are playing an increasingly important role in social management with their features and advantages.This paper takes the NGOs of Shanghai as the research object and embarks from historical and the present situation angle. The author focuses on the research on NGO of Shanghai involving in Community Governance. Nevertheless, NGOs, a novelty for most Chinese, are still in their primary stage. So does Shanghai. This is judged not only in terms of people's understanding of NGOs of shanghai but also in their actual development.This thesis, from the actualities of China and Shanghai, firstly makes theoretical and practice of the analyses of NGO and Community governance. Basing on the theory of community governance, this article analyzes exact institution of NGO and function of NGO in Shanghai involving in Community Governance, including the theory, notion, character and development states. However, this article also indicates the disadvantage of NGO of Shanghai and its involving in Community Governance. Based on the experiences of NGO in the west society and the actuality of Shanghai, the writer proposes some responding suggestions and measures to make Shanghai's social organization can fully benefit the community governance.It is consisted by Four Parts:Chapter I—IntroductionIt mainly discusses the research significance and the purpose of this topic, which includes comprehensive understanding of the scholars around the world to the situation what they make research on NGO. What's more, it will clarify the specific meaning and value of research on NGOs to further explain the research method and structure of this paper in accordance with the research analysis that NGOs in China is taking important part in community governance. Meanwhile, it also summarize the relevant theories of NGO and community governance as below: firstly, we would like to summarize the basic concepts of NGO, Community, Governance, Community governance, followed by explaining the related theories of NGOs, lastly the evolution of community governance Mode would be anayzed systemically, logically and thoroughly.Chapter II—analysis of status that the participance of NGOs of Shanghai in community governance currentlyAt the first place, it will focus on the data which explains the status of the development of NGOs of Shanghai; Secondly, it will mainly analyze the function how the NGOs of Shanghai take part in community governance; next, two examples will be set in order to better analyze the view showed above, then we will estimate how these two mode operate in practical - one is the mode of participative management in Changshou Street, Putuo District of Shanghai, the other is the cooperation between Luoshan Civil institute and NGO; Last but not least, it concludes the shortcomings during the mode and explain how and why.Chapter III -explanation of the practice abroadThe chapter will set forth some instances such as New York, Singapore and Tokyo which could well present the status of community governance with participants of NGOs in order to find out what the NGOs of Shanghai will learn and how they could do to serve well in community governance.Chapter IV—recommendation and strategiesAfter the fully study of the development of NGOs in Shanghai, with the lesson from the community governance in New York, Singapore and Tokyo, and according to the weakpoints and disadvantages from the process which NGOs in Shanghai participate the governance in community, it will put forwards some proposal with the consideration of building a trinity structure, strengthening the buildup of NGO in Shanghai, establishing a hub of NGO management, transforming government function and enhance the participation level of community residences.
