During recent years, social public have an increasingly high demand of improving the governments'performance. Civil servants play the most important part in government administration. Their working satisfaction directly influences their work enthusiasm and initiative, which have influence on the performance and capacity of the governments. At the same time, this has became the focus of the academic community. However, research on civil servants' working satisfaction of county-level city have usually been ignored. Hence, this thesis chooses to do research on the working satisfaction of civil servants of Changshu County-level City and aims to know their current overall working satisfaction and main influencing factors, as well as to offer countermeasures for increasing their working satisfaction which are expected to become references for decision-making in HRM of Changshu County Government.This thesis creates a measuring table on working satisfaction of Changshu civil servants through questionnaire investigation,interview with civil servants and consultation with specialists after fully learning of literatures, then invites Chagnshu civil servants to fill out questionnaires. Through the analysis of the resulting data of questionnaire investigation by SPSS(13.0), the following conclusion can be reached:1. Changshu civil servants'overall working satisfaction is comparatively satisfactory..2. After examinations by SPSS, there are 20 main work-related factors consist of 5 dimensions exerting influence on civil servants'working satisfaction of Changshu County. The 5 dimensions are job itself,organization environment,work income,work conditions and institution management.3. During the demographic variables, age exerts distinct influence on working satisfaction,organization environment and work conditions. Sex exerts distinct influence on job itself. The other demographic variables, such as marriage status,educational background,working years as a civil servant and position level, have no contact with working satisfaction.According to the result above, the thesis proposes 7 measures to enhance the degree of working satisfaction of civil servants in Changshu County,such as attaching importance to internal fairness,improving promotion system and so on.
