On The Democratic Supervision At Village-Level Governance

Since the "Villagers Committee Constitutive law" has been issued, the democratic village governance becomes the focus of village politics, along with the core issue for village research in democracy of village governance. This paper takes the country-society model to interpret the "five parts of the power seal", based on deeply research on Gui Ye Village, so as to go further to understand the process and feature of the democratic village governance.This paper consist of five parts: introduction, the change in the governance of Gui Ye Village, background and development of the "five parts of the power seal", the internal logic and practice interpretation of "five parts of the power seal" , and the conclusions.The introduction explains the links between three concepts, namely, village governance, village level governance and villagers' self-governance. Then it researches the democratic supervision in retrospect, aware of more scholars concentrate in democratic election rather than democratic supervision. At the end, it notes that this paper is engaged the method of positivism and frame of country-society theory.The first part gives some fundamental introduction in Gui Ye Village which is inconvenience of traffic and far away from city with underdevelopment in economy. Meanwhile, it states the three periods in change, which is period of traditional village government structure, period between New China found and Open and Reform Policy initiation and period after family contract responsibility system. Different features emerged in these periods.The second part gives a description on the background of "Five parts of the power seal" and its later development. In the first place, the paper introduces the reason that how "five parts of the power seal" comes into being, which insulting in tension relation between cadres and the masses accompanied with mutual distrust. Then it illustrates the work system of "five parts of the power seal" and the effect caused by this system. Democratic supervision has been strengthened and the democratic model of village governance has been developed. Finally, the paper evaluates the "five parts of the power seal" through three following aspects: creation in democratic supervision, village power balance and enhancement awareness in democratic supervision.The third part analyses the internal logic of "five parts of the power seal". The "five parts of the power seal" is the fruit generated from efficient enforcement of village self-governance and interaction between government and village as long as media participation. At the same time, the author believes that "five parts of the power seal" is power-balance system conducted by elite in village.At the end of the paper, the author thinks that the "five parts of the power seal" take effect in supervision of village work and the democratic village governance makes some progress.
