Large number of local leading cadres in our country,they contact with the masses of the people and the most frequent contact is an important force in our cadre group.In recent years,the economy of our country is in a rapid momentum,the further development of continuously,also play an important role in the global economy.So countries more and higher to the requirement of local leading cadres,their political quality,professional skill,moral quality and level of the ability of leadership,will directly affect the public opinion of the government.In order to find the right fit for jobs of leading cadres,the country's cadre selection system has experienced several changes,gradually formed a relatively scientific and reasonable system of cadre selection system,one of the leading cadres open selection of this form,because it USES a transparent selection of outstanding talent,has become the local leading cadres of the selection of the representative system.In this paper,the competency based research on local leading cadres publicly-elected mode is divided into six parts,the first part is the full text of the introduction.The introduction of this paper expounds the research background and significance of this article,research purpose and content,both at home and abroad based on the competence of local leading cadres of the publicly-elected mode in this paper,research and research methods in this paper.The second part is the theoretical basis,this paper expounds the concept of competence and local leading cadres competency;Competency model and local leading cadres of the publicly-elected mode.Pointed out the building based on the competency of local leading cadres and the meaning of the publicly-elected mode.The third part introduces the problem of the publicly-elected mode of the local leading cadres in our country.Mainly divided into five points,namely the local leading cadres open selection system structure is not sound,the local configuration of open selection of leading cadres power lack of rationality,the local leading cadres publicly still exist some weak supervision,the selection of local leading cadres open selection technology,in the process of local leading cadres shortage problem of selecting the specific implementation of post targeted.The fourth part analyzes the publicly-elected mode of the local leading cadres of the analysis of the causes of problems,mainly divides into five aspects,one is the traditional thought influence system structure,the second is the power of the new era in the old system configuration lack of rationality,the third is lack of transparency leads to lack of oversight,four is the local leading cadres job duties of the lack of scientific,five is not increase from jobs people post selection system compatibility.The fifth part elaborated build based on the competency of local leading cadres of the publicly-elected mode,mainly from three aspects,respectively is built based on the competency of local leading cadres of the publicly-elected mode,the necessity of building based on the competency of the reality of the environment,leading cadres the publicly-elected mode based on the competency of local leading cadres publicly-elected mode process.The sixth part is the summary and prospect of this article,based on the competency based local leading cadres of the publicly-elected mode and the end of the study,can for our country to select outstanding high quality local leading cadres play a certain reference.
