Study On Cultural Functions Of Grass-roots Government In West Country Under The New Country Building Vision

China is a large agricultural nation. Culture is a important aspect to build new socialist country with Chinese characteristic. West region is an economically undeveloped region. Building country culture and developing country culture business make a lot of sense to the developing of the whole west region.The purpose of this paper is to analysis the grass-root government' culture functions in the west country. The idea of building service government is guidance. Under the vision of new country building , after looking back to the historical changes of grass-roots government in west country region, the government's functions can be located, including establishing location principles, analyzing the functions' features, determining their connotations and analyzing the way they can be implement, then the constructive advices can be made in practice on the functions.In this thesis, Public choice theory, Public management theory, Public service theory and Public governance theory be referred. The emphasis is to explore what part grass-roots government plays in building public culture service system in west country region, and how to provide culture service effectively to meet culture demands of farmers.
