The 16th chapter of"The People's Republic of China Civil Servant Law"has stipulated a brand-new system that is a system for appointment of position. This system introduces the competition mechanism of the market to the management of civil servant. Although in the legislation process there are some different viewpoints to the rule."The People's Republic of China Civil Servant Law"first made the legal identity of the system for appointment of position clear in our country. That has the great significance to the reform history of personnel system in our country. At present, the research and practice has just been a start. There is not further discussion about the specific questions. The current law has already manufactured the appointment system design for the system. Some provinces and cities have started to recruit the civil servant of the system for appointment of position. Under this background, the research and the establishment of relate mature theory has the urgent practical significance and the value.Before that, our country has implemented the government employee system, which built a certain foundation for the system design. The government employee system is one kind of exploration and the attempt. Through analyzing the government employee system and analyzing the question in Xingjiang, My thesis wants to propose some suggestions about implements of the system for appointment of position in Xinjiang.
