Exploration And Research On Establishments Of Government Employee System In China

Government employee system is a new personnel system in China. Some local governments have introduced this system in order to adapt to the continuous deepening reform of market economic system and political system in China and chanllenges brought about by economic globalization. By the way of marketing and bargaining, government employee system partly resolved government problems that the staff member can enter but can't be out, the system of life tenure and can't be reasonable to flow etc. It has innovated concepts of government personnel management, improved the administrative efficiency of government and the ability of the public service. government employee system is a useful experiment of the personnel system reform in China.The time is not long, since government employee system began to implement in China and its theoretical reach is not deepened, many problems are exposed during the process of its practicing, such as the position isn't clear, the law isn't perfect, the processing isn't intact. It also brings some bad phenomenons, such as inbreeding in government, disrupting the civil service and so on. This paper attempts to use the theories of new public management , the theories of public organization, the theories of governance to analyze the theoretical basis of government employee system in China, discussed on the realities of its implementation. The paper detailed descripts and analyzes three typical patterns of practicing government employee system in China, on this basis, analyzes comprehensive the existing problems in current system of government employees , grasps the law of social development, proposes solutions and hopes to have certain practice enlightenment function to the present government employee system, which will fully displays the best human resource superiority of employee in public department.
