Corruption is one of the hotspot issues confronted by various countries worldwide. Anti-corruption has been the grand task for the party and the government since the foundation of China. Despite the unremitting efforts that have been made by the government in addressing and preventing various kinds of corruptions (such as political corruption, defalcation, taking bribes, the abuse of power to seek profit and the embezzlement of public funding), there are still large quantities of corruptions in our present life which have not been sufficiently recognized and paid attention to. This article mainly focused on the issue of the grey corruption ~ the welfare-labeled corruption in our life.Employing the methods of literature study, case analysis and sum-up, this article analyzed the welfare-labeled corruption in monopolized industry in an all-round and multi-angle manner—from definition to phenomenon and from causes to influence ~ and finally suggested pathways for the government to fight welfare-labeled corruption. Meanwhile, this article introduced the characteristics of welfare-labeled corruptions in other countries and the experiences which could be used as a reference in our anti-corruption campaign.Through the illumination of the notion of welfare-labeled corruption, the description of the current status of welfare-labeled corruption in China and the analysis of the causes responsible for this phenomenon, this article attempted to solve following problems:First, the notion of welfare and welfare-labeled corruption. The commonly called welfare and enterprise welfare aim at pursuing the interests for the employees and the collective. What is the relationship between welfare and corruption? How does this phenomenon emerge?Secondly,the relationship between corruption and welfare-labeled corruption. Thanks to the greater endeavors made by the party and the government, as well as the strengthened monitoring roles of the public and media, reports focused on anti-corruption activities can often be read in our daily life. These reports, however, are more inclined to report apparent corruptions. Thus, the recognization of welfare-labeled corruption is still not adequate and not accurate, due to the little introduction of this novel form of corruption.Thirdly, the pathways for the government to fight welfare-labeled corruption. After the analysis of the factors responsible for welfare-labeled corruption, we can grasp a deep understanding of welfare-labeled corruption and its influence. Therefore, we are able to provide suggestions for the government to address the grand work of anti-corruption by introducing the experiences of other countries.
