The PLA Border Cadres' Incentive Mechanism Study

The PLA border defense cadres are significant power of defending and strengthening the border ,the modern border' strategic station requires this power to exert function fully, which necessarily urges the PLA border defense cadres to be effectively motivated. However, along with the reform and open policy's thorough development and change of people values', the present incentive mechanism of the PLA border defense cadres exposes many questions, which cannot inspire morale of the troops better. Therefore, it is necessary to establish a new incentive mechanism, so as to better stimulate the border cadres of the PLA, to realize the goal of strong border. Thus, this paper makes research on the incentive mechanism of the PLA Border cadres.Firstly, this paper discusses motivation and incentive mechanism mainly from the angles of individual needs and organization goal by consulting much correlative information. At the same time, this paper puts forward a new point of view that the incentive mechanism is made of incentive goal, incentive content and the incentive process.Secondly, this paper points out the problems and the reasons of the PLA border defense cadres' incentive mechanism in terms of the target, content and implementation.Thirdly,in order to know the border defense cadres' needs,so as to boost up the incentive pertinence .with the help of the software SPSS11.5, this paper uses questionnaire survey to investigate the PLA border cadres' needs. Thus, it draws a conclusion that the PLA border cadres' need mainly include five aspects. According to the relatively urgent degree, the order are as follows: Family life, future development, study and training, work environment, the protection of the rights and interests; according to the relative satisfaction, the order are as follows: work environment, study and training, future development, the protection of the rights and interests, family life.Fourthly, based on the above-mentioned theory and investigation analyse, this paper mainly focuses on four aspects of system, environment, emotion and education and puts forward the incentive mechanism optimization and supporting measures. In order to explain the feasibility of mentioned measures, this paper analyses cases.Finally,this paper makes a summary.
