Fulfilling the historical task of PLA in the new era, putting forward the military reform with Chinese characteristics, making military preparations is based on intellectual. To enhance the military talent capability construction and implementing talent strategy, to improve the core military competition capability, it is mainly relied on the training and production of military talent strength. As one component of china's armed forces, reserved duty force plays an irreplaceable role in undertaking the task of operation support and modernized construction. Reserve officers as the core subject and reserve force, is directly relevant to the improvement of integrated construction and combat power of reserved duty force. Therefore, the core and key step of management of reserved duty officers will be how to evaluation and incentive reserve officers.In this paper, a reserve officer for the object, using theoretical analysis and empirical analysis combining qualitative analysis with quantitative analysis, the capacity of reserve officers perform their duties and the incentive mechanism evaluation were studied. Major research paper is as follows:The full text is divided into four parts, first of all, from the current evaluation and incentive reserve officers of the work, and combining the current situation of research, put forward the construction of reserve officers evaluation system and relevant theory of incentive mechanism. Secondly, applying modern human resources management theory, the characteristics of reserve officers and ability to perform their duties into the composition will be reserve officers as a system of evaluation, from evaluation of the main body of the object, indicators, evaluation methods, procedures, analysis and results use, supervision and so on, to build a relatively complete set of evaluation system; Introducing fuzzy evaluation method of analytic hierarchy process, combine qualitative evaluation of traditional with modern quantitative evaluation. Third, from the working characteristic and demand analysis of reserve officers, build a comprehensive incentive model of reserve officers, and ability to perform their duties based on the results of the incentive model evaluation; Finally, taking the work place where the author has being worked as an example, implement the evaluation and incentive empirical analysis and application, organic link the two core evaluation and incentive in the management of reserve officers.
