The civil service system is a general form of the modern administrative system of government's personnel management. It has a history of more than 100 years in the western developed countries. Developing so far, the system has been perfect. But the subject of incentive mechanism of civil servant has some problems in certain degree. For civil servant is public staff, it is difficult to investigate their work. On one hand, the achievement of public service is difficult to investigate. On the other hand, the job of civil servant is permanent. So whether they work well the government can't fire them. So how to reduce the poor efficiency behavior of the civil servant and how to raise the civil servant' efficiency is a system problem not solved satisfactorily yet for a long time.The dissertation deals with the defect and reason in the incentive mechanism of civilian in China, combined with the practical situation in the political and administrative reformation. Further more, it probe into the countermeasure to consummate the incentive mechanism of civilian in China, integrating western theories of motivation, using the method of analysis and draw lessons from other cases. The dissertation is designed to establish well-developed incentive mechanism of civilian and to enhance the positivity, initiative and creativity of civilians. The essay deals with the function of incentive mechanism of civilian and different types of it in organizations. At the same time, it summarizes the research of incentive mechanism of civilian by experts, and then discusses the necessity and essentiality of the research of incentive mechanism of civilian at this stage in China. At the same time it expatiate its great significance in both theory and practice.Based on the basic theories of motivation, management, organizational behavior, and by the methods of systematic analysis method and comparison analysis method, this dissertation probes the circumstances of the construction of the pubic functionary's motivation mechanism. Furthermore, the dissertation concludes the principles of the construction of pubic functionary's motivation mechanism and summarizes the outlet.
