More than30years, China’s reform and opening up has entered the deep waters zone. Along with the rapid economic and social transformation, the whole social environment, economy and ideology are undergoing profound changes. As the main body of social management, government organizations at all levels, the public sector must also adjust themselves, in order to make its own development and adapt to social change. To build a modern sense of service government, responsible government, rule of law government, clean and honest government, a compact and efficient civil service is the main force. The civil servant law, although to some extent, improve the system of the civil service management, and defiant, due to various reasons, such as history and system in the current our country civil servants are still more or less there are industrious cultivation condition, lack of professionalism. How to further perfect the incentive mechanism of civil servants, inspire the potential of civil servants, fully mobilize the work enthusiasm of civil servants, build a stable, honesty, high quality and efficient civil servants team, better serve the country and the people, is the purpose of this study. In this context, the author from the view of the reality and the state of the system, absorbing the advanced experience of foreign developed countries, put forward how to improve the preliminary thinking of the construction of the incentive mechanism of civil servant.The article is divided into five parts:The first part introduces the research background, analyses the purpose and significance of this article, a preliminary analysis and the research situation at home and abroad, this paper introduces the main content framework and writing is the basic research methods.The second part of the basic theory of civil servant’s incentive, is the basic content of civil servants, theoretical analysis, the concept of the incentive mechanism of civil servants, The basic theory of the incentive mechanism of civil servants are doing the overall summary, such as demand level theory, two-factor theory, reinforcement theory, expectancy theory, etc.The third part mainly analyzes the main contents of the construction of the incentive mechanism of civil servant, the present situation and the causes. First from the promotion, rewards and compensation, evaluation, discipline, training and so on various aspects of the incentive mechanism of civil servants in our country at present introduces the main achievements, the achievements in the face; Secondly based on the national conditions, analysis, think in incentive idea, evaluation mechanism, promotion mechanism, the compensation structure, rewards and punishment mechanism, strengthening the legal safeguard and so on still need to progress. Finally from the historical background, cultural idea, the political environment, economic environment and so on four aspects to analyze causes, for the next step is to learn from the west, perfect incentive mechanism of civil servant development.The fourth part will do comparative study on Chinese and western incentive mechanism of civil servants, by learning advanced western concepts and practices, the jade stone, with TaShan face civil servants is reasonable demand, the interests of the adjustment of the market economy configuration method, quantitative evaluation, promotion, rewards and punishment standard such as path to enlightenment.The fifth part on the premise of the advanced experience of developed countries, put forward the theoretical construction of further perfecting the incentive mechanism of civil servants in our country. From motivation concept, evaluation system, promotion mechanism, the income structure, the responsibility consciousness, legal system based on six aspects wing, trying to set up the preliminary path to improve the framework.
