Study On The Equalization Of Basic Public Services System Of China's Rural Areas

The equalization of basic public services is a significant economic and social issue in the current specific realities context. Basic public services is an important condition and content for human development, and the equalization of basic public services is a key issue that members of the community pursue fairness, justice and the sharing.The essence is that government should provide basic,secure public goods and public services to all members of society . All members of society enjoy the same level of basic public services in order to promote social fairness and justice. All the people"Science from school, income from labor, medical services from hospital, security from dependency and home to live." At the same time, it is also an important concept of promoting the reform of government management system. At present, China's government is fully committed to building public service-oriented government, and the equalization of basic public services is an important force to further promote building service-oriented government and reform and opening-up.In this paper, I put the research's end-result on China's rural areas. There is the emphasis,difficulty and breakthrough to achieve the goal of the equalization of public services. At present, China is in a Critical period that the survival of rural society society is changing to the development of the society. Due to lacking of basic public goods and basic public services, it has become an urgent problem needed to be addressed that has constrainted economic and social development of the rural economy. After analysising of the basic concepts,features and significance of the equalization of basic public services, I also have a in-depth analysis about unequal status and the reasons on the urban and rural with compulsory education,social security,public infrastructure,public health care and employment and so on. And useing empirical analysis, I introduce implementation situation,successful experienceand the existing problems of the equalization of basic public services. I point out the further direction of Fangtai rural's the equalization of basic public services. In the last chapter, the essence of the equalization of basic public services of China's rural areas is to establish a set of guiding significance and practical system, including service system,the level-system, the supply system and the evaluation index system for a total of four systems. In the last chapter, I propose to some policy recommendations which improve the equalization of basic public services system.
