With the deepening of Chinaundefineds reform and opening up,fairness plays a more and more important role in social development.In economic development,due to various reasons,China has a unique urban-rural dual economic structure.This economic structure not only stabilizes society and promotes economic development,but also leads to the difference between urban and rural areas.So that the distribution of resources between urban and rural areas appear unequal phenomenon.The non-equalization of urban and rural areas is mainly reflected in the basic public service,which has a great impact on peopleundefineds production and life,which leads to prominent social contradictions and is not conducive to the development of a harmonious socialist society.In order to further realize social equity,realize the construction of socialist harmonious society and realize Chinese Dream quickly,China has strengthened the construction of urban and rural integration,and has increased the rational distribution of basic public resources in urban and rural areas through various measures.But in the actual construction,still face a series of difficult problems,it is very important to do a good job in the analysis and solution of these problems.In order to make a more comprehensive analysis of this paper,a variety of research methods,literature method,contrast method and so on are used in the study,which provides an important theoretical basis for this study.In addition,taking QL district as an example,this paper analyzes the development process of basic public service in this area,finds out the deficiency in the construction of this area,probes into the causes of the deficiency,and combines the research and development experience of this area at home and abroad.The corresponding perfect countermeasures are put forward.The structure of the article is as follows: the first chapter,mainly for the introduction,a brief analysis of the background,significance,purpose of this paper;chapter two,the theoretical part,through the literature method to explain the relevant theoretical content at home and abroad.The third chapter,taking QL district as an example,analyzes the concrete situation of equalization of basic public services in this area;the fourth chapter finds out the existing problems in its construction.The fifth chapter combines the domestic and foreign research situation as well as the experience to put forward the corresponding consummation countermeasure,the sixth chapter summarizes the conclusion and the enlightenment of this paper.After comprehensive analysis,the paper analyzes the status quo of the equalization of urban and rural public services in the region,and puts forward the reasons for the non-equalization,and puts forward specific countermeasures according to the reasons.Especially the equalization of basic public service resources,including education,health care,transportation,social security and so on.The main reason for these problems is that the grass-roots government has not constructed scientific and effective management mechanism according to the actual situation of the region,resulting in the dual structure of urban and rural areas can not be eliminated.In order to solve these problems,this paper holds that it is necessary to carry out balanced and rational planning through a variety of channels and ways,and to reform the administrative system well.Starting from the actual development of the region,the administrative system should be perfected and optimized effectively,and the dual structure of urban and rural areas should be eliminated.In addition,we should perfect the financial management system,establish effective measures to control the financial funds in this respect,and continuously improve the effect of the equalization of urban and rural basic public services.
