Reshaping The Existing Relationship Between The Party And The Political Power In Chinese Township

Relationship between the Party and the political power in Chinese township is not only the key issue of the reform of the township but also the realistic problem necessary to explore. Since the foundation of our country it has gone through three stages: combination with the Party and the political power, integration of the Party and the political power and separation of them. The existing relationship is characterized by separation of the Party and the political power and is facing with a dilemma: the configuration and functioning of the power is centralized by the Party secretary who is the core of the township, being lack of appropriate checks and balances and restraint of the power while the establishment of the institutions is characterized by the separation of the Party and the regime to form two command centers , contrary to the principles of the establishment of the organization. This has resulted in the difficulty of the coordination, severe internal friction, the struggle for power, passing the bug to each other between the Party and the regime, which seriously damaged the functioning efficiency of the township and reduced performance of social governance of the rural township. So it is necessary for comprehensive rural reform to reshape the relationship between the Party and the political power in Chinese township.This paper attempts to build a new type of relationship by the general law of running the relationship combined with the special law of the township governance and on basis of reflecting on history and learning from the experience of foreign countries . The new-type relationship is such a relationship that in the frame of the Party , people and public power, on the base of the township governance system efficient operation , the ruling party collects people's demands and suggestions and becomes them into party's policies, commends Party members as candidate admitted by people to serve s government official through the legal procedures in order to control power of government and realize party's goals and people's interests. It's characterized by "the combination of the regime functioning outward and the Party controlling inward, appropriate division and sound supervision system". The operation of this mode needs to establish a unitary organic mechanism and to interact with the reform from the higher authority, rural society and the township enterprises at the same time.
