As a value category, the costs maintain the beneficial relations between the input and output, the case that earnings are greater than expenditures is the basic starting point of people's rational behavior. All along the concept"cost"is always used in economic field, in the non-profit organizations such as political parties, because of the public consumption of resources and the public welfare of service purposes, the ruling party only pay attention to the effectiveness, and often neglect the cost of their existence and development, the society also pay less attention and supervision to the operational costs. Although such cost is ignored for a long time, it is an objective in the reality.The achievement of the Institutionalization of the Inner-party democracy is a process of costs input and output, it is not an operation without costs. The demand is unlimited, but the resources are limited, as a rational ruling party, in the process of achieving the institutionalization of the inner-party democracy, facing the paradox between meeting the demand and cost constraints, must follow the principle of cost-effective, pay attention to the proportion of the cost input and output of the institutionalization of the inner-party democracy, and striving to use the minimum cost of input to maximize the output performance. Fundamentally speaking, the political party's ability to own and control the resources is basically to the realization of the objectives of its values. In the course of optimizing the allocation of resources to the institutionalization of the inner-party democracy to maximize the output performance, the ruling party strengthening its capacity to control the resources, and also enhance the party's ruling capacity.The cost of the institutionalization of the inner-party democracy is a major practical issue for us to strengthen the party building today, in the days of our party proposed to build a conservation-oriented political party, to create a conservation-oriented society, to construct a harmonious society, we should not underestimated or ignored the costs of institutionalization of the inner-party democracy. This paper seeks to analyze and discuss the costs of institutionalization of the inner-party democracy in the vision of comprehensively and systematically performance. Firstly, this paper use the new field of party building -the institutionalization of the inner-party democracy as an entry point, and make a clear definition for it, define its areas, analyze its inherent characteristics. Secondly, carding the composition of the costs of institutionalization of the inner-party democracy from different perspectives, and through the analysis of the conversion and organic integration among different cost elements, try to find the existing problems in the inputs of the costs of institutionalization of the inner-party democracy. Finally, according to our country's reality and refer experience of the foreign political parties and business sector controlling costs, to explore the approach to maximize the performance of the costs of institutionalization of the inner-party democracy.
