The Reserch On Science Literacy Of Local Grass-Roots Civil Servanets

Scientific literacy of civil servants has an important influence on scientific decision-making and scientific management and scientific services of the government. The science and technology are changing every day in Modern society. Improving the Civil Science Literacy of our country has an important significance on the construction of Service-oriented government and Responsible Government. My paper discussed the connotation and extension of Civil Science Literacy, investigate the status of the Local grass-roots civil servants, analyze why the level of the Local grass-roots civil servants is low, and give some way to improving the scientific literacy of civil servants.This paper based on the concept of Scientific literacy and civil science Literacy as logic starting point, it researched the process of Scientific Literacy and the connotation and extension of Civil Science Literacy; explore the different period and different people Science Literacy for the connotation and extension of civil service team. The purpose of improving the level of Scientific Literacy of civil servants is to improve the quality of civil service team, further improve the Correctness of the government decision making and Administrative efficiency. So, our paper has an important significance on implement scientific concept of development and construction of clean and efficient civil service team. At the same time, it also has an important influence on Public sector human resource management theory. As our research concentrated in the Local grass-roots civil servants, we conducted a questionnaire survey on two hundred Leadership and the comrades of Qinhuangdao Economic and Technological Development Zone and CPC Harbor District as sample of the Local grass-roots civil servants. The survey tell us, grass-roots civil servants of Qinhuangdao is very good at traditional science and technology knowledge and theory, but they have very little knowledge on modern science and technology knowledge, so it is difficult for them to adapt to the information age which need a higher technology knowledge and theory. It is because that they have less training, little science resources, science awareness, the civil servant's own ability to learn is not strong and so on. Since, this paper will give some advice which concludes improving the content of training, improving assessment methods, motivating civil servants to study the enthusiasm of scientific knowledge to solve this problem.
