With the rapid development of information technology, e-government as the leading contemporary information technology projects, receives more and more various countries governments attention. The advent of economic globalization and new technology innovations to make our government's e-government construction facing new opportunities and challenges. Actively developing e-government,and building e-government has become a world trend. Via the implementation of e-government,Government can effectively change the government functions, business integration, restructuring, improving administrative efficiency and quality, increase the capacity of government services, enhance our comprehensive national strength and international competitivenessHohhot, as a early western city which developed e-government, is a good representative. In recent years, the Hohhot government had made come effect on Government E-government systems, mechanisms and models,basically formed a set of local e-government development system, but compared with the relatively developed regions, there are some shortcomings The Purpose is to Proposed effective countermeasures to the major problems which had been made by AHP analysis and the status of e-government of Hohhot. The main research methods include literature research, interviews, empirical analysis, questionnaire survey, induction method, methods. In this dissertation, we use the methods of theoretical analysis and empirical research, qualitative analysis and quantitative analysis, and the state's macroeconomic policies and regional micro-operation mechanism of the combination of research.This article is divided into five parts, the first and second as an overview of the theory for e-government proceed part make defined of the content and application mode of e-government from the background, content and other aspects of national development process. The third part is the status analysis, proposed Hohhot e-government problems with the following four aspects:planning, resource integration, institutional transformation and feedback. According to the status of Hohhot, the fourth part made a set of specialized evaluation index system, and made an empirical analysis and evaluation.In Part V of the dissertation, the author proposed solutions and specific countermeasures based on the evaluation results and the problems of e-government.
