| China began to become the aging society in 1999. Along with the gradual increasing of the aging population, the endowment security in China is confronted from the greater pressure. Under the present economic development level in the primary stage of socialism, China commenced the positive exploration in the endowment welfare mode, referred to the home caring mode abroad and inherited the long endowment tradition. Considering the elders' psychological demands and the bearable level of the endowment cost, the local regions implemented the positive exploration in the new mode of the endowment welfare service. In this way, the community endowment mode is then created under the new situation. But generally, the community endowment service in China is in the beginning stage of the development, with a large gap with the requirements of constructing socialist harmonious society. Therefore, it shall gradually improve the community endowment security services system aiming at the elders' increasing demands of services. On this point, this paper dealt with much literature research. From the background of aging situation in China, this paper concluded the available community endowment modes both at home and abroad, analyzed the demands and supply situation of the urban endowment and then systematically discussed the feasibility of the community endowment. Based on the comparison and analysis, this paper integrated the on-site investigation to construct the urban community endowment security system suitable for the situation of China, as the endowment services network with multi levels, multi supports and wide coverage. It then designed the evaluation indexes aiming at the community endowment service effects, put forward the specific method to evaluate the performance of the community endowment services and indicated that the development direction of our country's community endowment pointed to the industrialized, professional and large-scale direction.
