With the improvement of economic system and social development, people's social demands are increasing in a multiple way. While the growing complexity of social affairs also makes more challenges to the management of government. To build a harmonious society on behalf of people's interest, the Bureau of Civil Affairs, one of the main functional departments of the Government, should emphasize on solving the livelihood issues. In order to offer the good service and relieve the social contradiction, the task of the civil affairs department seems heavy and important than ever, so the civil affairs department needs to create a group of high-efficiency, high-quality civil servants. The civil affairs department must shoulder the responsibility given by new circumstance, lift the overall quality and promote the smooth progress of civil work, and in particular, select and evaluate those highly competent working staff. Then, the current urgent work is to define and assess the competence of civil servants in civil affairs department.This study mainly focuses on the civil servants of N city, in H province. From the combination of theoretical and empirical perspective, it gives a systematical research on the competency issues of civil servants. The study consists of three parts. The first part is the summary of the concepts and theories concerned, for example, the definition of the research object, the study at home and abroad on the competency model and results of exploration, the origins and definitions of competence, the definition of competency models and its methods of establishment and test. The second part is the establishment of competency model system of civil servants. This study takes the behavioral event interviews method, functional analysis and questionnaires method, and gives interviews and researches about more than 50 staff in N city to collect a more adequate data. Then this study collates and analyzes the data. Besides, the factor analysis and ANOVA were used to explore the current competence factors which the civil servants need in N city, H province. The initial competency model is established, and then the model with interviews and questionnaires is tested. The last part analyzes the competence factor with the weights analysis, and the final competency model is finished. The results show that the civil servant competency model in the civil system includes four dimensions of ten factors:a. Moral Character and Attitude:moral, attitude; b. Work Ability:analysis and salvation of problems, implementation, policy advocacy; c. Interpersonal Skills:communication, coordination and unity; d. Comprehensive Capacities:learning and innovation, flexibility, global awareness.This study establishes a civil system with sector-specific civil service competency model, detailed the ability of civil servants in China and to some extent enhances and improves our civil service evaluation system. The results can provide a reference for the civil service system in the following aspects:recruitment and selection, training and development, evaluation and management.
