As an important aspect of national human capital value-maintained and human capital value-added, scholars have increasingly paid more attention to civil service pay system. The governments of various countries have already realized salary's enormous function and strategic meaning in the civil servant and public department, because the level of the salary is not merely concerns of the civil servant's development of ability to work, enthusiasm and creative transfer. But also involve such questions as the improvement of the working efficiency of government department, etc. So, each country attaches great importance to the study on civil servant's salary system.With the rapid development of globalization in the world, the public human resources management in many areas has similarities. Civil service wages and salary administration of all nation-states are gradually showing a reliance on localized characteristics of the international trend.At first, this paper introduces the research status of both domestic and international on the salary system of civil servant and related theories review. Secondly, this paper analyzes the current status of the salary system of civil servant of our country. And then this paper introduces the System of broad banding salary and the precedent for its Application. This paper gets the following conclusion:1. There are several things in common in the reform of civil service pay system of Western countries, including the salary of decentralization to be flexible in salary to replace fixed pay scales, and the progressive implementation of performance-related system.2. The fundamental problem in China existing civil pay system is that it yes isolation Yu market allocation system outside closed system, lack with market effective communication theory and mechanisms, there series of problems.3. Establish a new model of civil service pay must be the introduction of performance appraisal system, and build a sound legal and institutional environment, the use of modern means of performance appraisal.4. According to China's national conditions, based on systematic principles, in order to ensure that the new model into a complete and independent operating system, and should be implemented pays the total value of civil service pay system.
