Civil servant represents management system of modern personnel administration regularity, which improves organization and designee modern government and administration mechanism. Its perfection and innovation has relation with enhance of governmental administration quality and efficiency. As a scientific and normal personnel management system. In 1885, Great Britain issued the first Privy Council law on civil servant system reform, In the last 150 years, many countries and areas had carried out the civil servant system, as a result, civil servant became more and more popular. In 1993, China began to practice national civil servant system. It signed that Chinese personnel management began to put in the standardization and jurally path. But it is in the temporary phase, and it is not perfect enough in many aspects. After accession to WTO, national civil servant is faced to many challenges. Rules and laws of WTO will affect our administrational environment deeply as well as provide object reason for national civil servant changes. Generally, compare to abroad, the theory research of national civil servant is inadequate. The author combines special administration management knowledge with civil servant practices of construction, and then put forward to own suggestion on improving national civil servant research.The article includes three parts.Part 1 introduce the concept of civil servant and civil servant system, meanwhile explain origin of modern civil servant system briefly and feature of west civil servant system, furthermore, retrospect histories of national civil servant and then analyses Chinese characteristics of national civil servant compare to west civil servant system.Part 2 discusses the relation between modern government and civilservant system as well as the challenge and chance of national civil servant system after entry of WTO.Part 3 summarize the experience of national civil servant system construction from points including improvement of civil servant classified system, competitive and stimulation mechanism, evaluation mechanism, metabolic mechanism etc., and then put forward to concrete objection and measures about perfection of civil servant system.
