The Law of the People's Republic of China on Employment Contracts was adopted by the 28th meeting of the Standing Committee of the Tenth National People's Congress, and was enforced from January 1,2008. This economy law was issued to regulate the relationship between employers and employees, manage their activities, and protect the basic rights and interests of tremendous employees. It made an end to the long history that we had no laws to handle disputes invoking by contract relationship between employers and employees. Since January 1,2008, the enforcement of "Labor Contract Law" has aroused a nationwide response and become a focus problem of the whole society, especially as the two social groups of employees and employers based on different benefits and positions hold opposite attitudes towards the law. During such a progress of global financial crisis, many experts and scholars think that this law is born out of time and will bring great loses to companies and China's economy.On the basis of analyzing the characters and problems of the "Labor Contract Law", this thesis measures its degree of influences by using the statistic method and logistic model. And it set up a system of statistical indicators including the protection of the employees, the improvement of the relationship between employees and employers, social and economic benefits, and feedback of the "Labor Contract Law". Furthermore, this thesis uses the practical research data of Guangdong province in 2008 and fuzzy comprehensive evaluation method to evaluate the policy effect of enforcing the "Labor Contract Law". The result shows that the impact of "Labor Contract Law" on Guangdong enterprises is not that deeper and broader as reported because it also lies in some other factors like RMB appreciation, price increases of raw material and energy, and etc. Meanwhile, the policy evaluation for the enforcement of "Labor Contract Law" in Guangdong is graded above the average, which is a rather good achievement for manufacturing-based Guangdong enterprises during the period of global financial crisis.Finally, this thesis puts forward some suggestions and countermeasures for the enforcement of the "Labor Contract Law" from three main sources of problems:Government, enterprises and employees.
