Research On Problems And Countermeasures Of China's Government Performance Management

The Government Performance Management is the advanced project in the public administration area nowadays. Especially with the development of economic globalization, informationilization and marketization, the government performance management plays active parts in strengthening the supervision over all kinds of main bodys and increasing the governmental action; meanwhile it also improves the complicated relationships between the government and the public, and raises the measurable standard for difficult quantifying the governmental inputs and outputs, so promoting the level of the government performance management is inevitable and necessary. Now the western developed countries, such as England, America, accumulate rich experience in its practice and theory, but our management is still in primary stage, and not only the theory but also the practice is immature, so it demands us to borrow overseas advanced experience, in line with China's national conditions, to explore a suitable way for our government performance management.In my thesis, Chapterâ…°introduces the defination of the overseas performance from the meaning of performance. Directing toward the existing defects in practical application, it regards performance as a multidimension concept. Performance is different from performance management. It has the measurable feature. While the performance management is a lasting process for two-way communication. It is responsible for each sector from making performance plans to achieving the goals, and can adjust them according to the actual situation. At the end of the 1970s, in the face of the global economic stagflation situation, Keynesianism's economic theory losses its explanatory power. And the government performance management emerges in the historical arena as an important way of getting out of trouble for western countries. It includes four aspects--- economic performance, social performance, political performance and cultural performance. But these aren't the whole contents of government performance, which is a long-term process for social progress.Chapterâ…±is the analysis to the necessity and the feasibility of executing government performance management. The performance management come into effect to keep up with the trend of world trade globalization. It is good to construct the democratic government and the efficient government, strong then the sense of responsible government and promote the administrative transparency. But because of the differences in realities of the country, after we establish the socialist market economy system, the government administrative management comes across some problems. Although we have the similar problems to the western developed countries', the way we deal with them should be different for the different situations and the diverse government goals. The western developed countries have already stepped into the advanced performance management period, while we are still in the primary stage, so we shouldn't simply copy their experience, but critically assimilate what is beneficial and create the new way.Chapterâ…´is about the suggestions.
