Land, the most important basic natural resource upon which human society relied to exist and develop, is un-renewable and with limited acreage. Among all kinds of lands, the arable land that provides human being with food supply is extraordinarily scarce and precious. In recent years, however, the continuous diminution and quality degradation of arable land has seriously threatened the food security of China.Kazakhstan and China, as two countries share adjacent mountains and water, are enjoying great potential of mutual complementarities on land development. The cooperation between these two countries upon land development could relieve the increasing pressure in China caused by the imbalance between land supply and demand and help China to ensure its food security.Up to now, no decisive conclusion has been made upon whether such cooperation on land development between these two countries is practically feasible. Therefore, the thesis, through the methods of social investigation, data analysis and contrasting analysis, carried out analysis and demonstrations on issues concerning feasibility of land development cooperation between China and Kazakhstan, the realistic significance and possible legal problems during such cooperation. The paper has further put forward suggestions on structuring the legal system for land development cooperation between China and Kazakhstan, thus has effectively substantiated the feasibility of such cooperation.
