Research On Evaluation Of Innovation Syste,of China-Kazakhstan Cooperation Center

With the acceleration of the world economic integration process and the intensification of international competition,countries have to strengthen the construction of innovation system to the national strategic level.Under the new situation,China is also actively implementing the innovation-driven development strategy and as the core of the national development,the innovation and development of the special economic zones have a first demonstration role in regional innovation and national innovation and development.China-Kazakhstan Horgos International Border Cooperation Center is a national key development of the innovative demonstration area,is a model of innovation-driven development.This paper makes a comprehensive study on the innovation system of the China-Kazakhstan Horgos International Border Cooperation Center,which provides reference and reference for the construction of other special economic zones and the evaluation of regional innovation capacity.On the basis of summarizing the domestic and foreign theories,this paper summarizes and combs the indicators,establishes the index system,and evaluates the innovation ability of the China-Kazakhstan Horgos International Border Cooperation Center.In the process of establishing the index system,112 indicators were selected by literature research method,24 indicators were selected by expert scoring method,and the weight of index was determined by AHP.In the evaluation process,the data of the innovation system development index of the cooperative center in 2013-2015 were selected to verify the innovation ability of the China-Kazakhstan Horgos International Border Cooperation Center.Use the interview method and questionnaire survey,in-depth investigation and analysis of the China-Kazakhstan Horgos International Border Cooperation Center in the construction of innovative system problems.On the basis of drawing lessons from the successful experience of innovation and development in developed areas,this paper puts forward some countermeasures and suggestions from the aspects of the introduction and incentive mechanism of innovative talents,innovation and innovation platform and intermediary service organization,innovation policy and management system innovation,to provide a basic for China-Kazakhstan Horgos International Border Cooperation Center innovation and development.
