The Research Of The Non-government-leading Citizen Political Participation In Our Country

Since the reform and open policy, the implementation of economic restructurings has impelled the step of political democratization, the socialist democracy political construction has obtained some achievements. Under this background, the citizen's willing to participate in politics grows gradually. They start to break the traditional participation patterns, and turn to some more comprehensive, opener, and more democratic patterns. Their participation channels do not limit autonomously in the voting election, the political consultation, the basic unit and other forms any longer, but is seeking for the aids of some social organizations, the enterprise organizations, network media and some other emerging ways to express their demands, to participate in public administration, and to participate in the formulation of some community policies. These new political participations, different from the traditional ways which are organized, controlled and managed by the government, are improved by some non-government organizations or some citizen individuals. So they can be called the non-government-leading citizen political participations. This article bases on the angle of citizen individual's impetus, divides the ways of people's political participations into two types: government-leading and non-government-leading. Studies on the non-government-leading citizen political participations play a positive role in impelling the standardization, the institution and the sequencing of our country's citizen political participation. It also has great importance in the advancement of political reforms, and the construction of socialist democracy politicsAt present, the non-government-leading citizen political participation has already made some progress. Citizen's main-body consciousness has increased, the qualities and skills of citizen political participation have been better, and citizen political participation has been deeper and deeper. However, it still has many problems and limitations, for example, the consciousness and interest of participation is not enough, the participation forms and channels are relatively unitary, the efficiency of political participation is still low, it also lack of perfect operationl mechanism amd the procedure and so on.Unifying the development course, the unique features, and the constitutional contents of the non-government-leading citizen political participation, this article will analyze the factors which restrict its development. On the one hand, the skills and the qualities of the citizen political participation are still low, their political cognition quite is superficial, and their points of view of political participation are quite beneficial; On the other hand, our country's political reform advancement is slow, there is not enough financial resource and the fund support, the citizen organizations face some difficulties in their developing course, and the traditional political culture also affects.Facing the development situation and the restricting factors of our country's non-government-leading citizen political participation, to mold the development of the iion-government-leading citizen political participation, we could develop the culture of people's political participation and education, call for the initiative participation ideas to expand its cultural basis; we could also consummates the legislation and system to guarantee citizen's political rights, to standardize political participation mechanism to expand its system foundation; we could next enhance the construction of the social organizations, improve their management patterns, build good legal system environment to expand its organizational foundation, we could develop the channels to political participation, enhance the political participation knowledge and skills, develop a society which has our country's characteristics to expand its social basis, finally impel the standardization and the ordering of non-government-leading citizen political participationThis article will analyze the present developing situation of non-government-leading citizen political participation, form its concept, tell its differences from government-leading citizen political participation, carry on the classifications of the multitudinous participation ways, introduce the participation objects, the function ways, and the influence scopes of each way, sum up the positive achievements and existing problems of non-government-leading citizen political participation, from subjective and the objective aspects, it will analyze the factors which restrict the political participation. In this foundation, this article will give some suggestions on how to impel the non-government-leading citizen political participation from four perspectives: thought, system, organization and society.
