The urbanization is a reflection for human civilization, and an inevitable result of social development. As the accumulating and spreading centre of material and spiritual wealth of human being, cities play important roles in social industrialization and modernization. It is the trend for social development. However, the rapid development of modern industry, technology, and information industry not only create and accumulate wealth, but also accumulate risks for the city. Because of the potential risks and disasters in the process of urbanization, the public security problems become increasingly obvious and important. And the requirement for public security increase rapidly. How to rise to the challenges of city public security, and further to built up a more reliable security system, is a major issue in current theory and practice for the urban construction. Particularly, the role of pluralistic components in the public security management still remains to be defined. Research for the multiple participation of urban public security management is not only needed by practice, but a requirement and reflection of the theory development of public security management. At present, the component involved in the urban public security management in our country remains simple. The mechanisms and institutions of pluralistic participation are still not well understood. Using risk theory, the city public security doctrine, multi-centre management theory, and according to the current situation of our country, the present study proposed to investigate a range of issues including the instruction of a government-leading urban security management system, division and collaboration of each component and their accountability and responsibility in the system. This work will be significant for expanding the fields of relevant study, and improving the theory research for the urban public management.The overall structure of this thesis is based on the sequence of review of fundamental theories and current research status, followed by discovery of problems and then making a solution. The content of this thesis consisted by five parts. The first part is instruction, to specify the significance of this study, to introduce the current research for the urban security management, and to describe the methods used in this study. In the second part, relevant theory and concepts, such as "risk", "urban security management", and "multi-centre administration", are defined. In the third part, the role of, and the relation between government and other main components in the pluralistic participation of public security management are investigated and described. In the forth part, based on the estimation of current situation of government-leading pluralistic participation in the urban public security management of our country, analyze the problems and then investigate the reasons for the cooperation between government and other major components in the pluralistic participation. This is the basis and premises of next part. Fifth part is the most important part of this thesis. On the basis of the analysis in the previous parts, an approach for the pluralistic participation in our urban public security management is set up. This approach suggests enhancing the leading role of government, nurturing and encouraging the participation of non-government entities, and improving the legal, institutional and organizational system for the cooperation of pluralistic components.The innovation of this thesis is to make a new approach for our urban public security management.
