An Analysis Of The Early-warning Mechanism Of China's Local Government

Today, with a high-speed economic development, China has accomplished significant success, but also confronted itself with risks brought by numerous social emergencies. To promptly avoid these emergencies degenerating into even more serious crisis, the key point lies in early prevention. Therefore, the local governments have to establish a sound early-warning mechanism.This paper designs to introduce the establishment of early-warning mechanism of our local government and the achievements scored. Also, methods have been offered to solve the existing deficiency, employing relevant systematic and scientific principles to analyze and study and raising a detailed proposal to optimize the early-warning mechanism.Chapter One brings in the reason why the author chose the subject and its significance. After describing a series of public emergences and the serious consequences and the impacts they've caused, the author considered it necessary and realistic to choose this subject. A concrete analysis and presentation is included.Chapter Two is mainly to explain the relevant theories of emergencies and the early-warning mechanism, to make a comprehensive analysis of the findings of experts and scholars both home and abroad and sum up a definite concept of the emergencies and the early-warning mechanism. According to those features, new requirements are raised for the government and its capacity of social governance. In addition, a vertical and comprehensive analysis on the development of China's early-warning mechanism has been done in this chapter, as well as the introduction of types and characteristics of the social early-warning at different historical stages.Chapter Three is an analysis of the present situation of the early-warning mechanism. The train crash in Chenzhou Hunan on 29th, June and its solution proved that the early-warning mechanism has made its first step in our country. The author analyzed the model of present local early-warning mechanism and pointed out its defects and insufficiency.Chapter four draws on the experience of early-warning mechanism of the U.S.A. Through listing the analysis on data and texts, the system of early-warning mechanism in American government together with the arrangement of its structure, a high efficiency has been achieved when emergency occurs.In compatible with our own country's conditions and realities, Chapter Five aims to provide political proposals for optimizing the local early-warning mechanism in the aspects of social consciousness, facility establishment and systematic management etc. As to social consciousness, both the service of government officials and the consciousness and capability of the public on various emergences shall be strengthened. As for facility establishment, unite those administrations in a more reasonable way. At last, systematic management means to improve and consummate local early-warning mechanism with relevant laws and rules and supervision of the government.
