| Our country is currently in a specific historical period of social transition. In this particular period, with the growing gap between rich and poor, more and more serious polarization, the economic crisis and the financial crisis, social contradictions are increasing and group incidents occur frequently in our country. Group incidents initiated by each kind of social contradictory have already became the prominent problems of public security order and social stability.Group incidents not only disrupt the daily lives of the public, also affect the stability of social order and the construction of the harmonious society. How to eliminate the negative impacts of group incidents, there are a variety of paths. Trust in the government is one of the effective paths to eliminate the negative effects of group incidents. Trust in the government reflects the relationship between the government and the public, that is, whether the public agree the government actions. When group incidents happen, a higher trust in the government could translate into a strong social mobilization and organizational capabilities, and encourage the public to take a positive attitude of trust to act in concert with the government's governance. Lacking of trust in government, is difficult to get in good faith with the public in a group incident, and so is difficult to have the ability to control the social.Based on the analysis on the basis of a number of related literature, the paper research and analyze government's behavior in the group incidents, and analyze penetrate deeply why the government loses public trust, at the same time learn from the foreign government on how to deal with a crisis of confidence and effective measures. From these, the writer tries to find methods to resolve how the government to shapes its own good image and improve trust in government. Thereby, it can build a more effective service-oriented government, and build a socialist harmonious society.
