Take the American police service system reform as the example,"Political Police Period","Police Progressive Period"and"Community Police period"give more explanation the modern trend to"Police Cosmopolitanism"from"Police Nationalism"and the problem of the broad function of the government in many social life aspects. Although our government has carried out many reformations in the government function after Reform and Opening-up, there are lots of problems difficult to be eradicated in the government administrative function, which restricts the rapid development of socialist economy.As for the unreasonable functional locating of the police alarm desk, from seeing greatly from big to small, from simple to complex and based on the Locker's theory of Limited Government, I give several suggestions to establish a limited effective public security alarm desk: in the frame of politics, economy and law, in order to build the internal authority disposition of the police and realize the administration according to the law, government should return the authority not part of the government to the society, strengthen the self-arrangement capacity, develop a wide range of surveillance system, improve the public's inspector awareness to the police alarm desk, emphasize the function of the media pinion to the police alarm desk, build a sound monitoring mechanism within the party, improve the Public Security Information and play firmly the active role of non-governmental organizations.
