Study On Mao Zedong's Thought Of Social Assistance

Social assistance is the most ancient system arrangement in the history of social security, it is also an integral part of the social security systems in different countries in the world. As the cornerstone of the social security systems, social assistance aims to maintain the bottom line of social equity and to protect the minimum basic living of vulnerable groups, and therefore it is known as the "last safety net." In recent years, China's social assistance system has achieved tremendous success, but there are still some problems in the current social assistance system. Among them, the theory and practice of social assistance out of line, theoretical building behind actual practice of social assistance in China is currently the most prominent problem. Therefore, we must strengthen the ideological and theoretical studies of social assistance to improve our social assistance system in the new situation, particularly strengthening the studies Mao Zedong's thought of social assistance. Mao Zedong was the founder of new China, as a great statesman, his ideas and understandings of the social assistance system produced direct and significant impacts on the policies and practice of social assistance at that time. Currently, there are more emphases on the theories of Western social assistance for reference, but the lack of Mao Zedong's thought of social assistance. In fact, Mao Zedong's ideology contains a wealth of social assistance theories, which are waiting for us to explore and study systematically.Based on historical research and literature review methods, this paper studies Mao Zedong's thought of social assistance systematically , believing that Mao Zedong's thought of social assistance have a strong sense of the times and distinct features. Mao Zedong's thought of social assistance was mutually effected by Marxist classical writers'thought and Chinese traditional ideas of social assistance and these thought were well developed in different stages. Meanwhile, these thought have also reflected the values of safeguarding interests of people and promoting social equity. In specific historical conditions, Mao Zedong conducted the interpretation of the core issues of social assistance in-depth and created a new theory of social assistance. It is can be said that Mao Zedong's thought of social assistance have left us a precious cultural heritage, studying these thought systematically and digging these ideas in-depth benefit us broadening the ideological and theoretical research perspective, benefits the development of the theory of social assistance in-depth, benefits the practice of social assistance system.This paper is divided into four parts: Part I, the theoretical origins of Mao Zedong's thought of social assistance. Mao Zedong's thought of social assistance are mainly affected by Marxist classical writers'thought and Chinese traditional ideas of social assistance. Part II, the main contents of Mao Zedong's thought of social assistance. The main contents include: the thought of vulnerable groups'constitution; the thought of the causes of vulnerable groups; the thought of the importance of practice of social assistance; the thought of means of social assistance and so on. With the victory of democratic revolution and the founding of new China, Mao Zedong's understandings on these important issues gradually developed. The third part, the basic principles of Mao Zedong's thought of social assistance. This paper have teased out the basic principles that have always been through Mao Zedong's thought of social assistance. These basic principles include: the principles of social assistance compatibling with the economic development; the principles of government aid combining with social solidarity; the principles of integrated principles; the principles of positive aspects of basic relief aid combining with temporary relief. The fourth part, the core ideas of Mao Zedong's thought of social assistance. the core ideas include: the idea of People's interests and the idea of the social equality. The core ideas of Mao Zedong's thought of social assistance are profound summary of the contents of Mao Zedong's thought of social assistance in different stages, which are also the essence of Mao Zedong's thought of social assistance.
