In modern public administration, traditional public administration's values like safe, fair and peace was substituted by the values such like economy, efficiency and benefit. The achievements which become the core of the modern public administration.The questions of the motivation become more and more important. By some degree the level of individual work achievements was decided by the public service motivation. And individual work achievements can also reflect the achievement of the organizational work.Our country is constructing the service government, which provides the safeguard public product and service for the entire society. Public staffs as the national public product and service executor display a very important part in realization of the functions and effect of the policy. Our country starts late in the question of Public personnel motivation and the utilization. This article refers into the policy of public service motivation and the Public sector human resources management.This article also introduces the overseas public service motivation theory, studies its theory construction, combs between its concepts. This article unifies the questionnaire survey and the interview study about a Shanghai Technical research institute. By this way to put on an innovation to the public service motivation theory and to strength the Public sector staffs public service motivation.This article was divided into five parts. The first part is the introduction. The second part is an introduction of concept, content, characteristic and measuring tool. The third part is about the refinement of the motivation.The fourth part is the comparison and innovation of the Chinese Public Service Motivation. The fifth part is about the summary and suggestion.
