Perry’s Theory Of Public Service Motivation Research

Public service motivation is a kind of new public administration period,James l.perry and public service motivation theory is the basis and the source of the theory,and the study of perry’s theory of public service motivation is very important to understand this theory and to study new ideas of public administration in China.This article is to through the systematic interpretation of perry public service motivation theory,understand the functional characteristics of public service motivation theory,so as to put forward the localization of the theory research in China.This paper with the method of literature research and system research,through the study of relevant literature about public service motivation perry,carding perry’s public service motivation theories,the analysis of perry PSM concept,three kinds of structure(rational,based on the specification and emotional),four dimensions of 24 project scale and the process of public service motivation theory,and then know perry’s public service motivation theories based on the characteristics of American mode.Is adopted in this paper,on the basis of comparative study,explores the motivation of public service out of the inherent logic of the United States,to the world,namely,the nature of public service motivation,internal mechanism of consistency and the relativity of global culture.Then,this paper studies the theoretical and practical impact of perry’s theory of public service motivation in cross-cultural context,including its concept,measurement method and practical influence factors,and briefly summarizes the ideas,ranking based on traditional Chinese culture and society of difference and so on the situation of China public service motivation localization results.Finally,in this paper the public service motivation theory of perry critical summary,on the one hand,affirmed the contribution to the theory of public management,opened up a new ideas of public administration,such as motivation to quantitative analysis.In his theory,on the other hand,there are shortcomings,whether the structure of his public service motivation,measurement and the characteristics of the social background "pull in" all represents the dialects in the United States,and the theory has obvious cover of self-interest and measure the "mask".Therefore,in the localization study of Perry’s theory of public service motivation,it is necessary to pay attention to its limitation and cultural difference.On this basis,in this paper,the localization of the public service motivation put forward the preliminary ideas,and proposed the "benevolence","the ritual","harmony","the doctrine of the mean" Chinese four dimension measurement,at the same time explained the important role of public service in the theoretical basis of public governance in our country.
