| From all of countries of the world, corruption is a social phenomena of serious impact but difficult to curb, which has been a wide attention of the world's governments and society. In China, the corruption is prominent especially due to historical, institutional and other objective factors, which has become important and concerned issues of the Chinese government and the community. As a sign of corruption of "sub-corruption" phenomenon, the trend of more and more sub-corruption is spreading due to their hidden characteristics, and it has not been enough attention. It corrodes the thinking of civil servants seriously, endangers China's socialist construction, and which has become an important issue in the party and government's work.To make anti-corruption work under the new situation well, China has promulgated " the Platform of the implementation of preventing corruption to establish perfectly and pay equal attention education, system and supervise " (hereinafter referred to as" the Platform of the implementation "), " program of work to establish perfectly and pay equal attention education, system and supervise to prevent corruption in 2008-2012 "and" CPC Central Committee on strengthening and improving Party building under the new situation a number of important issues "(hereinafter referred to as" Decision "). In order to fully implement the Party's 17 building on the party's general plan, "decision" emphasize accelerating the construction of punishing and preventing corruption, which pointed out the direction to strengthen the construction of the new anti-corruption situation.As the work of anti-corruption has intensified, control of corruption has received results to a certain degree. However, we should also see clearly, anti-corruption task remains arduous due to the invisibility and universal of sub-corruption. In initiatives of both punish and prevent corruption, preventment is low cost and high efficiency undoubtedly.This article is based on the current situation of sub-corruption of our civil servants and the current situation and the policy context of the CPC Central Committee on punishing and preventing corruption, through the definition of the related concept of sub-corruption, trying to introduce management methods of Six Sigma (6σ) management,analying its impact of political, economy, and social culture and so on, and constructing a kind of prevention mechanism of sub-corroption suited to our national conditions on the basis of the more successful combination of foreign and domestic typical mechanisms of preventing corroption and analying ourselves current improvement in need.In this study, mainly the following innovations:(1) In the topic selection, closely linked to the current construction of party on the hot and difficult problems of sub-corruption as the times, and which will conduct innovation in practice in this subject area; (2) in the research perspective, attempting to introduce the approach of the Six Sigma (6σ) management in the business management,and which will conduct theoretical innovation in this area; in research methods, using business management, public management, and sociology (structure and function, systems management, etc.) and other interdisciplinary approach, aiming to study deeply the theme of multi-view, and which will conduct some innovative approaches (3) in terms of ideas, the introduction of system management, zero-tolerance management and related model systems (eg DMAIC model, etc.) of 6σmanagement, combined with similar problems on research results at abroad and domestic, through defining on the relevant indicators of the sub-corruption of reflecting civil servants; on research measurement data obtained Sigma (σ) level of our sub-corruption; and analyzing; which will improve by preventing corrosion mechanism of the indicators of opportunities for early warning,the indicators of constraints early warning and the indicators of encourage early; which will control by protection measures of process,system and zero tolerance. |
