A comprehensive national strength of competition of a country is no longer confined to the economic and military strength after entering into the 21 century. The competition in overall national strength more reflected in talent competition. Civil servant as a special group is a direct implementation of the national government decision-making and image of the government's mouthpiece. Civil servant capacity and quality directly determine and influence the government's ability to govern. In today's world, governments pay high attention to civil servant training, its development has become an important measure of national competitiveness. Training of civil servants not only to improve the quality of their own personal level, but also enhance the overall strength of a country .From the present situation of China's current development, how effectively to measure training effectiveness, and improve the quality of training has become the biggest problem of civil servants training .This article was based on Employee Training Theory, take the status of Tibet civil servants training as a starting point, linking theory with practice, hope to analysis the existing problem of Tibet civil servant training, finding the reason and bring forward some countermeasure.At first, this article discusses the related theory of civil servant training, to lay the theoretical foundation of the problem research. Collate the literature on training at home and abroad, analysis the existing deficiency. And then introduce the status of civil servant training in Tibet, find out the exist problems and analyze the reasons. Afterwards, by comparing the practical experience of civil service training with western developed countries and provide experience and reference for civil servant training in Tibet. At last, from consummate construction of the rules and regulations, perfect the training system, innovative training ideas, implementation the market-oriented of the Tibet Civil Service Training assessment this four levels to discuss the countermeasures and suggestions for perfecting civil servant training in Tibet.
