With the rise and widely disseminated of new public service theory in the west, the idea of building service-oriented government has been frequently proposed by Chinese scholars. After the 16th congress, the concept of service-oriented government has become a research priorities in the theoretical field of public administration in China. For the practice, with the increasingly in-depth reform of government institutions, government functions have changed from the control model to a service type. The government transformation is under way to build service-oriented government, which has led to a series of changes in administrative culture, policy processes and the relationship between officials and the public. As a result, the image of the government also changes. The image of the Government in the public mind is no longer mysterious and unfathomable. It has gradually begun to be transparency and People first. These changes are inseparable from the emergence of revolutionary new mode of transmission. Based on the Internet communications and digital media technology, the network media have matured, which has already replaced the traditional media as the main channels of PR for social organizations, for it has many incomparable advantages over the traditional media. The new mode of transmission is provided for the public to know more about government and to communicate with the government. At the same time, it provides a new platform for the government communication and the shape of the government image, however, this platform is a double-edged sword, which means either opportunities or challenges to the government, for it will expose all aspects of government administration to the public, including some phenomenon against creating a good image of the government. Four different network channels will be analyzed one by one in this paper, which are Government website, Network community in mainstream media, online community and digital mobile media. Meanwhile, specific cases will be studied to detect the government behavior and modes of transmission in the channels above. To solve the problems detected in the procedure of our study, a image-building system based on the network channels is proposed in the last part of this paper. It is hoped that the system could satisfy the needs of building a responsible, efficient, legal and transparent government.
