The Research On Deepening The Reform Of The Administrative System

Chinese public administration , which is guided by the theories of socialism with Chinese characteristics, based on the fundamental realities of our country ,and adapted to the development of the socialist market economy and the socialist democratic politics, is the part of the political system. Since the policies of reform and opening up, especially the 16th CPC central committee ,the state council, constantly advances the reform of administrative system, and strengthens the construction of the government .And the government has accomplished remarkable achievements. At present, our country is in the new historical starting point of the moderately prosperous society and now we need to summarize the past experiences and base on the reform of current situation in order to reform the unadapted aspects in the administrative system.It mainly includes: accelerating the transformation of government functions, promoting the reform of government institutions, and strengthening the administration by law and the construction of system. The reform of Chinese administrative system, under the leadership of the communist party of China, adheres to the people-centered and rules for the people's interests as the starting point and the foothold of government's work. Meantime, we make the functions of the government towards to providing quality service and to maintaining the public social justice, make the government institutions and staffing scientific, standard and legal, and make the transformation mechanism and the government management efficient and convenient in order to build the people' service-oriented government,This article mainly contains three parts.The first part describes the review and evaluation of the Chinese administrative system. It mainly contains the analysis of the domestic and international background,the review of the administrative system reform,the main achievements and experiences and the main existing problems in public administration, and we can know a general about the reform.The second part talks about the important significance and the related influential conditions of the public administration. First, it is about the important significance of the public administration. This part talks about the necessary request of the superstructure based on the economic foundation and the necessary request of perfecting the system of socialist market economy and socialist democracy. Second, the related influentional conditions about the reform of administrative system, which contains advantages and disadvantages of the administrative reform.The third part talks about the aim and the basic tasks of administrative reform. Firstly, the main target mode of our government administration system reform is a service-oriented government. It mainly describes the concept of service-oriented government, characteristic, main tasks and significance of building a service-oriented government. Secondly, it is the basic task of the current reform of administrative system. It mainly describes the transformation of government functions, promoting law-based administration and institution reform, strengthening the construction of system.
