The Theory, Method And Practice Of Mountain Migration Planning

Mountain migration project is an important strategic activity to promote economic development of less developed mountainous region. As one of the developed coastal provinces in China, the economic development of Zhejiang has made a great progress and gone ahead in China. However, Zhejiang is a mountainous province:hills and mountains have accounted to 2/3 of the land area. What's more, it is a geological disaster-prone province. When typhoon comes, it suffers mudslides, landslides and other geological disasters, which pose serious threats to people's life and property, especially to the people living in remote mountain areas. As a result, the economic development among different regions of Zhejiang Province has shown relatively affluent but imbalance, and the overall well-developed but local poverty. As in those less developed mountain areas, mountain migration is crucial to develop economics and become rich, because the spatial structure of population is significantly related to sustainable development of the regional economy.In recent years, under the correct leadership of Zhejiang Provincial Party Committee, financial department at all levels has increased the support and efforts to the mountain migration. In addition, the scope of supportment has gradually expanded from the integral movement to key reservoir movements and then to geologic hazard movement, which has achieved the reasonable transfer of rural labor force, promoted the local economic development and protected the ecological environment. The policy of building of new socialist countryside has laid a solid ideological foundation to improve immigration policy, provided a good macro-policy environment and proposed updated ideas and higher requirements for the rural resettlement plan, which makes the building of new countryside and resettlement work organic integration. At the same time, constructing a new countryside by leaps and bounds has promoted harmonious development of resettlement planning and the building of new rural areas. Consequently, to some extend, the mountain migration is rather a popular work than business engineering and construction of new countryside.In view of this, through combinating theories and practices of international and domestic resettlement planning, the paper analyses and evaluates the basic experiences, resettlement modes and the characteristics of mountain migration in Zhejiang province systematically through three aspects which are theory, method and application. Finally, the author takes Dongtou County as a living example to carry out empirical research.The paper is divided into 6 chapters. The first chapter is the presentation of research background, meaning, ideas, mind and main content of the thesis. The second chapter analyzes the current research situation of migrants planning both home and abroad.separately from the theories, focus of research and typical examples. Besides providing the theoretical base for resettlement planning through the analysis to the theories for resettlement planning, the third chapter also summaries and extracts practices and characteristics of resettlement planning of Zhejiang Province in order to pave the way to the empirical part. The forth chapter makes the analysis in depth on the methods and main content of settlement planning in order to provide the idea for it. The fifth chapter is the empirical part, which is also the focus part of this paper. By analyzing the situation of man-land relationship, firstly, the paper proposes the guiding ideology and basic principles of resettlement planning of Dongtou County, then, points out the objective of the planning. The final step is the specific implementation of the planning and provides corresponding measures and suggestions on related issues.
