State civil servants take much key responsibilities, e.g. social management, economic regulation and public services, etc. The performance appraisal for civil servants could advance both the development of the civil service team and also state administrative efficiency, which is a common concern by all governments worldwide. Currently, the base framework of performance appraisal system for Chinese civil servant has been set up and also has made some successful achievement. However, based upon the research, some details still need to be improved regarding the PA system.Throughout the analysis for the concept, structure and the current status of our performance appraisal system, the dissertation is to find out the reasons of the deficiency and further to propose reasonable solutions.Based on the above, the dissertation is divided into three parts. Firstly, to clarify the current status of the performance appraisal system for Chinese civil servants. Secondly, to analysis the reasons of the deficiency. Finally, to propose solutions to perfect the system.
