Path Selection Of Government Process Reengineering

With the rising of new public administration revolution government process reengineering becomes the only road for implementing governmental reform, promoting construction of service-oriented government under the theory of new public administration. However, compared with the western countries both the theory and practices of government process reengineering in China are still in its beginning stage which needs to be further enriched and strengthened.This study takes two steps to identify the path selection strategies of government process reengineering through both case and theory studies. First step, with the theoretical support of new public administration, e-government and application of CRM in governmental process reengineering, A complete path selection system and its theoretical framework of government process reengineering is designed and established based on eight factors (awareness rebuilding, environment diagnosis, resource rearrangement, organization reshaping, institution innovation, process optimization, performance driver, technology and safety guarantee). Applying the theories of chemical reaction of inner track, the physical movement of outer track, makes sure the system of government process reengineering to be run efficiently.Second step, taking the Kunming government affairs service center as an example: firstly, analyze the operation status of internal operating mode; secondly, establish analysis model of entire operating mode for Kunming government affairs service center by using the systematic approach, focusing on model stratification analysis from internal circular system, internal-external circular system, external circular system three levels; thirdly, compare and analyze the advantages between the government affairs process of Kunming government affairs service center and conventional government affairs process.The study addresses the feasibility, effectiveness and correctness of path selection system of government process reengineering and its theoretical framework by applied the theory design and case study, which indicate that process reengineering of Kunming government affairs service center and its operating mode succeeds. In order to enhance the theoretical study and practical application of government process reengineering and, we also shows the reference value in the theory and significance of practice promotion of the effective theory and successful case study to government process reengineering, while seeking for the implementation and development strategies of government process reengineering.
