They should improve themselves according to the requirement of modern public administration science constantly,maintain the social harmony and stability and people's well-being. To analyze their features,which are surging quantity,extensive distribution,strengthen adversarial,destructive behaviors,can facilitate to entirely find out the state of current mass incidents. Secondly,the concept of government public credit leads out the local government public credit. Grasp the government credit assessment standards,which are the service degree for public,the credit of itself,the democratization degree in the part of public administration and the administration by law. Measure the government's public behavior with the standards,and we can judge the degree of its credit.
