With the coming of information time, human resource has become the mostimportant strategic resource of national defense and army building. The researchon the human resource of staff personnel in the military commandant office isrequired by the time for building an informationized army, by the army historicaltasks in the new stage of new century, and by the fact that staffs'potential abilityshould be inspired. Strengthening human resource management of staff personnelin the military commandant office is an important part of Chinese-characteristicmilitary reform and a key guarantee of advancing this reform. It will bring about asignificant and far-reaching meaning for accomplishing PLA dual historical tasksof mechanization and informationization, and for achieving leapfrog development.Thus it is required to deeply investigate new ways in managing human resourcesof staff in the military commandant office. Under this background, the authorcomposes the paper that focuses on the characteristics of the human resource ofstaff personnel in the military commandant office. Based on the research of humanresource management home and aboard, the author puts forward that the humanresource management system of staff personnel in the military commandant officeis composed of four parts: staff human resource investigation, anticipation, staffflowing and the evaluation system. Then the author raises four ways ofmanagement: quantity control based on goals, quality control based on frameworkoptimization, quality model based on task requirements and efficiency evaluationbased on occupation features. Specific cases are used to predict simulatedmanagement on number and framework of the staff in one certain militarycommandant office. Through deep analysis on the current situation and existingproblems of staff personnel in the military commandant office, the author furtherclearly puts forward his suggestion on improving the management measures. Themanagement ways, cases and suggestions in this paper presents significantmeaning for people to understand the management of staff personnel in themilitary commandant office comprehensively, scientifically, objectively andprecisely, to strengthen management specifically, scientifically and effectively,and to advance the overall benefit of Chinese PLA modernization building.
